The Canadian Investment Regulatory Exam (CIRE) is a core element of CIRO’s new assessment‑centric Proficiency Model for Approved Persons under the Investment Dealer and Partially Consolidated Rules. The model was approved in April 2025 and becomes effective January 1, 2026. What the CIRE Is CIRE is a regulatory exam designed to assess the baseline knowledge, skills, and behaviours required for individuals working at Investment Dealers. It replaces the historic course‑centric approach with a modern, flexible exam‑based system, where candidates no longer need to take mandatory courses before writing licensing exams. CIRE is the first of several new exams CIRO is introducing as part of an updated proficiency framework that includes 11 registration categories. How the CIRE Helps The new model aims to raise the proficiency bar, improve currency and relevance, align proficiency with real‑world industry needs, and enhance learner experience. It also lowers licensing barriers by enabling self‑study, textbooks, university courses, or digital learning—whatever preparation method best suits the candidate. This increases accessibility and supports a more inclusive pipeline of new industry professionals.
